Residents are able to find some breathing space with limited tourists due to COVID-19. Amsterdam that has not yet fully embraced legalization seems to be moving backward where other countries are starting to open up towards legalization. This may drive Cannabis tourism away from Amsterdam to other nearby countries embracing legalization. With Covid-19 tourism has been greatly been restricted. Countries relying on tourism are going to compete to bring tourists back once the pandemic ends and Cannabis can bring some relief.
